Residents gather around a public notice before the charter vote.
Breland retains its crown and parliament. Sharn has an elected council and courts with real authority. House businesses finance and operate important services alongside that public government.
A court can protect a tenant or accused worker. For someone facing a lost job, a failed essential service, or damage to a home, the practical question is whether a hearing comes soon enough. The right to challenge a decision can exist alongside considerable pressure and expense.
Everyday protections
Eviction requires notice and a hearing. Price rises for contracted services require notice and a right to cancel. Brelish emergency care stabilizes people on arrival regardless of ability to pay, although treatment may leave a civil debt.
These protections affect ordinary life. Their value can be undermined by delay: repeated visits to a desk, time away from work, or the cost of finding help. Neighborhood legal clinics and neighbors who accompany someone to court form part of the city's response.

Posters for the proposed charter measure are appearing in stations. The Act would expand House punishment authority over proprietary magic and disruptions to licensed services.
Supporters cite dangerous unlicensed work and the memory of the Mourning. The proposal appears popular, and some people support it from sincere fear of another disaster. Workers living in House-managed buildings also know which answer their employers favor.
Lawyers, makers, and tenant groups argue that the wording reaches much further than the reassuring posters. A neighborhood repairer can see useful work where a provider sees interference with certified equipment. An organizer seeking a change in service can face a broader argument about disruption and safety.
A decision ahead
The vote is approaching. Its result has not been decided. The dispute concerns the reach of House power in a city where those same Houses provide much of the transport, care, equipment, and housing services people rely on.
The Standard explains that service framework. Lives and loyalties describes the obligations carried by people who work inside and outside it.
