Sharn is a Brelish city with its own elected council, civic officers, and Watch. Breland's crown, parliament, and courts also exercise authority. A city watch officer, a royal agent, and a House security contractor answer to different institutions and do not acquire identical powers by carrying a badge.

Who can act?

The Sharn Watch is the city's public law-enforcement institution. Private guards protect particular people and property; inquisitives investigate; House specialists sell services within their fields. Hiring one of them does not automatically make everything a client wants lawful.

The older Brelish legal tradition descends from the Galifar Code of Justice. Other nations have their own arrangements, even when they share parts of that inheritance. A visitor cannot assume that a familiar rule works the same way across Khorvaire.

Unequal protection

Money changes the speed and resources of a response. A wealthy district can support better protection, and a victim with money can hire investigators or magical assistance. A person unable to miss a shift may struggle to pursue even a valid complaint. Corruption and unequal access do not remove the possibility of arrest, investigation, or a court order.

The law in 1250 YK

House influence reaches through contracts and public institutions, but Sharn's council and Brelish courts remain real sources of authority. Eviction requires notice and a hearing. The expense and delay involved in challenging an abuse can nevertheless leave someone without practical relief when it is most needed.

The proposed Public Safety and Continuity Act would extend House punishment authority over proprietary magic, certified devices, and organizers of disruptions. Law and the charter vote explains that current dispute. Stewards: what people know covers the public understanding of those constructs.
